Broadband service providers RFP

This RFP is closed now.

​The Town of Caroline, New York, invites proposals from high-speed broadband providers to construct and operate a high-speed broadband service for currently unserved and underserved areas of the Town of Caroline.

Approximate geographic boundaries of area requiring services are from the Danby town line to the Dryden town line on a north-south axis, and east from the current terminus of Time Warner's service at approximately Slaterville Springs to the Richford town line.  The system is to be designed, installed, owned, and operated by the proposer and/or third-party investors.
SCHEDULEThis RFP will be posted on the Town website (http://townofcaroline.org) on July  15, 2016.Proposal Due Date: Monday August 8, 2016 by 5:00 p.m. Please submit electronic copy in PDF format to clerk@townofcaroline.org  

The Town reserves the right to amend or terminate this RFP, reject all proposals, waive any informalities or non-material deficiencies in a proposal, and award the proposal to the Proposer or Proposers that, in the Towns best judgment, as to the Project generally or component thereof, will be in the Town’s best interest. .It is the sole obligation of the proposer to review documents and updates posted at URL http://www.townofcaroline.org.

INFORMATION FOR PROPOSERS
In addition to itemized project costs, proposers should submit:
  • Map of proposed coverage area and line routes.
  • Technology specifications and characteristics.
  • Anticipated fees to the end-user, including provisions for low income households in order to maximize availability of service to the entire community.
  • Experience and a curriculum vitae of the  principal personnel, including a list of past projects completed. Evidence of successfully completing functioning prior projects deemed similar in size and design will be a determination criterion.
  • Construction and interconnection timelines.
  • Assurances that the proposed system will function as designed.


LOGISTIC REQUIREMENTS
  • All equipment used in the system must meet applicable product codes or standards.
  • Systems must be compliant with current FCC/New York State broadband speed standards. Preference will be given to fiber-based technologies, but hybrid systems will also be entertained.
  • Obtaining the required permits, interconnection agreements and all regulatory approvals is the sole responsibility of the contractor.
  • Successful vendor must be willing to sign Broadband Service Agreement with Township (Available at  http://www.townofcaroline.org).
  • Specify your company’s labor and sourcing policies, especially where local (USA) equipment is used.

    The Town may select any proposal or proposals as the basis for negotiations of a contract, and  may negotiate with one or more of the proposers for amendments or other modifications to their proposals.

    The Town assumes no responsibility or liability for any expenses incurred in the preparation or submission of any proposal.

    While this RFP is a request for proposals and not a bid, the Town reserves the right to apply the case law under General Municipal Law §103 regarding bidder responsibility in determining whether a proposer is a responsible vendor for the purpose of this RFP request for proposals process.

    The Town reserves the right to ask any proposer to clarify its proposal or to submit additional information that the Town in its sole discretion deems desirable.

    Insurance. The successful proposer shall, at its own expense and cost, obtain and keep in force insurance. The Town reserves the right to request from the successful proposer a complete, certified copy of each required insurance policy.

    Advertising. The successful proposer shall not name the Town in its advertising, news releases, or promotional efforts without the Town’s prior written approval. If it chooses, the successful proposer may list the Town in a statement of references or similar document required as part of its response to a public procurement. The Town’s permission to the successful proposer to do so is not a statement about the quality of the successful proposer’s work or the Town’s endorsement of the successful proposer.
    Non-Collusion. Each proposer shall submit a signed statement of non-collusion in preparing the proposal.
