Hello Caroline Residents,
     I wanted to share just a few thoughts with you about the current situation we find ourselves in.
     There is a huge, continually-updated, almost overwhelming amount of information coming out. I think it would be counterproductive for me to try to add to that stream of information in real time. The shortest, easiest advice I can give about receiving accurate information is to check the Tompkins County Health Department website:     https://tompkinscountyny.gov/health    There you will find accurate, up-to-date information about much of what you  might want to know. Those who do not have internet access can call 211 to ask questions.
     I can help you try to find answers to your questions too. What I am doing myself is also looking on the Tompkins County Health Department website to try to find answers to the questions that I receive. You can reach me at dklein@tompkins-co.org.
     Beyond that, my personal advice is that the most important thing to do is keep our distance from each other. The next most important thing we can do is to keep our immune systems strong, as best we can. I think that means trying to get enough sleep, eat well, get outside to walk if you can, and de-stress as much as  possible.

Serving Tompkins County's Homeless Population During COVID-19 Pandemic
 
(Ithaca, NY) – During this challenging time we want to assure the community that services continue to be provided to our homeless population.  Tompkins County Department of Social Services (DSS) along with St. John’s Community Services have been working to accommodate the needs of homeless persons in our community while supporting social distancing to prevent the spread of the coronavirus (COVID-19).
 
Those who typically stay at the homeless shelter are currently being housed in alternate locations. The Code Blue population, which are those who are provided accommodations when it is 32 degrees or colder, are being served at the homeless shelter while ensuring good social distancing practices are implemented.  In the event the number of individuals exceeds the number the shelter can accommodate, they too will be housed in alternate locations.
 
The Friendship Center is limiting their services but is still providing boxed meals for individuals and will accommodate those individuals who do not have alternate options for warmth and other needs. 
 Outreach staff, consisting of DSS staff and other community partners, are visiting individuals who are experiencing homelessness and have provided information and education on COVID-19 and continue to offer options for sheltering and other services.  This outreach will continue, and resources will be encouraged and provided. Tompkins County DSS continues to serve the community mostly over the phone.  If individuals are homeless or experiencing a housing crisis, they can call 607- 274-5644 for housing services or 607-274-5345 for cash assistance.  If someone does not have access to a phone, they can come to the DSS office (320 West Martin Luther King Jr Street) where they will be met at the door and screened.  Once they are cleared to enter, they will be able to call their worker from the lobby phone and will be assisted.
 Many community members have inquired about how they can assist the homeless during this time.  If you are interested in volunteering your time to help, please contact 607-274-5022.

What You Need to Know
  • New York State on PAUSE: In New York we know that Policies Assure Uniform Safety for Everyone.
  • 100% of the workforce must stay home beginning Sunday, March 22 at 8PM, excluding essential services. 
  • All non-essential gatherings of individuals of any size for any reason are temporarily banned.
  • New York State has identified two million N95 masks for purchase and will send one million to New York City and 500,000 to Long Island.
  • Department of Motor Vehicles offices are temporarily closed for in-office visits. Online transactions, including for license renewals, are still be available. License and permit expirations will be extended.
  • Governor Cuomo is visiting four sites that have been identified by the Army Corps of Engineers for temporary hospitals.
  • Enacting Matilda’s Law to protect New Yorkers age 70+ and those with compromised immune systems 
    • Remain indoors
    • Can go outside for solitary exercise
    • Pre-screen all visitors by taking their temperature
    • Wear a mask in the company of others
    • Stay at least 6 feet from others
    • Do not take public transportation unless urgent and absolutely necessary
  • All barbershops, hair salons, tattoo or piercing salons, nail salons, hair removal services and related personal care services will be closed to the public effective Saturday, March 21 at 8:00PM.
  • Casinos, gyms, theaters, retail shopping malls, amusement parks and bowling alleys are closed until further notice. Bars and restaurants are closed, but takeout can be ordered during the period of closure.
  • Testing is free for all eligible New Yorkers as ordered by a health care provider.
  • Your local health department is your community contact for COVID-19 concerns.

Health Advisory Update: Importance of Community Social Distancing
(Ithaca, NY – March 20, 2020) – The Tompkins County Health Department (TCHD) is reinforcing the importance of social distancing for the community. Social distancing is crucial to slowing the spread of COVID-19.
Community social distancing means:
  • People should not gather in groups outside of their homes, with the exception of essential workers.
  • Keep 6 feet distance between yourself and others.
·       Minimize in-person contact.
·       Limit all outdoor recreational activities to non-contact and avoid activities that put you in close contact with people.
·       Social Distancing does not mean emotional isolation, check on friends, coworkers, neighbors through phone and text.
·       Wash hands well and often with soap and water for at least 20 seconds.
  • Those at higher risk for serious illness from COVID-19, including older adults, those who are immune-compromised, or have a chronic medical condition, especially heart or lung disease, and diabetes, should avoid in-person contact with others.
 
“As the number of positive cases increase, social distancing must continue to be a community effort – one in which everyone plays a part,” said Public Health Director, Frank Kruppa.

TC Temporarily Reduces Onsite Workforce

(Ithaca, NY) – Tompkins County is temporarily reducing its onsite workforce in compliance with an executive order issued by Gov. Andrew Cuomo.  On March 16 Cuomo ordered local governments to pare down workforces as the COVID-19 situation evolves.  This allows non-essential personnel to work from home or take leave.  These measures will reduce, temporarily, the County’s onsite workforce by 60%. 
 
Despite these reductions, the County is committed to maintaining critical services to the community and its residents.
 
“As we face the challenges of COVID-19, Tompkins County is committed to maintaining essential services for the community while, at the same time, maintaining the health and safety of the workforce.”  said Tompkins County Administrator Jason Molino.  This reduction in the County’s workforce reporting for onsite work is a precautionary measure to slow the spread of COVID-19.
 
Changes to County related programs and services are as follows, and will be updated as needed:
 
Tompkins County Office for the Aging:
  • All business will be conducted by phone. If you have an appointment or need services from the Office for the Aging, please call 607-274-5482. 
  • We encourage visitors to call and schedule an appointment by phone and not to walk in unless absolutely necessary.  In the case that visitors do come to the office they will be greeted and asked to make an appointment.
  • The Personal Emergency Response program medical monitoring will continue as usual and service inquiries will be addressed and prioritized on the phone.
 
Tompkins County Board of Elections:
  • All Village elections originally scheduled for March 18th have been rescheduled to April 28th
 
Tompkins County Legislature:
  • Legislature meetings as well as Committee meetings will be closed to in-person attendance by members of the public.  Legislators and staff can elect to participate remotely.  The public can listen in on the Legislature meetings by calling 646-558-8656 ID# 587 980 1385 and submit comments via email at legislature@tompkins-co.org
  • All meetings of advisory boards, committees, and commissions will be suspended through the end of March
 
Tompkins County District Attorney:
  • Will remain open during normal business hours with limited staffing
  • Court system is open for essential matters only
 
Tompkins County Finance Department:
  • Will be open 8:30-4:30 yet we strongly encourage utilizing online services

Tompkins County Mental Health Services:
  • Clinic and PROS Services:
  • Essential services will be provided over the phone. Crisis, medications, injections, payee, and intake services will be available by phone Monday-Friday 8:30-4:30.  Please call 607-274-6200 for information
  • Anyone that comes to the building will be asked a few questions pertaining to travel outside the country, if they have been exposed to someone known to be in quarantine or exposed to COVID-19, or if they have symptoms.  If they answer yes, they will be directed to seek the services of a medical provider and they will not be seen in the building.
  • Care Management:
  • Care Coordination will be available by telephone and offer the following:
  • Increased telephone communication to assess for immediate needs
  • Work with member’s providers in order to link/connect member’s to resources
  • Provide necessary supports during this time

Department of Motor Vehicles:
  • Will remain open to the public from 8:30 a.m.-12:30 p.m.
 
Department of Probation and Community Justice:

Tompkins County Department of Social Services:

  • TCDSS will be screening all visitors to the building.  People will be asked a few questions pertaining to travel outside the country, if they have been exposed to someone known to be in quarantine or exposed to COVID-19, or if they have symptoms. If people respond yes, they will be directed to seek advice from a medical provider, and they will not be seen in the building
 
Tompkins Workforce NY:
  • Closed to the public. 
  • Unemployment Insurance Claims: The State is working to alleviate the significant pressure the influx of unemployment claims has created on the workforce system.  Therefore, the New York State Department of Labor has just released a new schedule for individuals filing new Unemployment Insurance Claim by phone or web.  As a reminder the 7-day waiting period has been waived https://labor.ny.gov/ui/how_to_file_claim.shtm
  • The day you file is based on the first letter of your last name and filing later in the week will not delay payments or affect the date of your claim.  Claims are effective on the Monday of the week of filing:
  • A-F: Monday
  • G-N: Tuesday
  • O-Z: Wednesday
  • If you missed a filing day, claim on Thursday or Friday

Coronavirus update: TCAT will cease collecting fares 3/20/20 through 4/9/20
Number of riders on each bus to be restricted indefinitely
 
TCAT starting Fri., March 20, will cease collecting fares for three weeks and will limit the number of riders on each bus to 20 to minimize in-person contact, said TCAT General Manager Scot Vanderpool.
In announcing TCAT’s new coronavirus prevention strategies today, Vanderpool said the agency decided to forgo fares so that riders will no longer need to put their hands on or near the farebox in an effort to protect them and their drivers. This will also reduce distance as well as time spent between riders when boarding and their drivers, who sit adjacent to the fare box.
No less important, Vanderpool said, another reason for eliminating fares is to offer relief to riders who are struggling to make ends meet.
“With the unemployment rate increasing day by day we know there are a number of people who have limited funds,” Vanderpool said. “We don’t want any of our community members to suffer from transportation barriers when they need to pick up their day-to-day essentials, such as food and medicine.”
Vanderpool said the new fare policy is set to be in place through the end-of-service day Thurs., April 9, adding: “Any decision to avoid collecting fares beyond the April 9th deadline may well depend on circumstances that are way beyond our control.”
 Restricting number of riders on buses
 TCAT Assistant General Manager Mike Smith today said TCAT is implementing a “social distancing” plan by limiting the number of riders to 20 on each bus, also starting Fri., March 20 and until further notice.
“We have been evaluating ridership data and plan on adding backup buses for the routes that may potentially have more than 20 based on availability,” Smith said.  Smith noted that ridership has fallen drastically in recent days, but that some routes may still be heavily used by people needing to travel to pick up essentials.
Several transit agencies across the country are taking similar precautions. Some transit agencies are asking passengers to only use the rear door of transit buses to lengthen the distance between drivers and riders. But Smith said his team decided against this practice as it could prove unsafe, given the rugged terrain, including uneven pavement and low-visibility areas in parts of TCAT’s service area.
Earlier this week, due to low ridership, TCAT reduced service starting Thurs., March 19 through Sat., May 23, when TCAT’s spring service ends. Click here for details. Since the week of March 9, TCAT has also implemented a number of other preventative measures to include intensive disinfection of buses and public areas used by employees and riders. TCAT also closed its passenger indoor area at Green St. Station indefinitely to dissuade in-person gatherings.

Health Advisory Update: Confirmed Cases of COVID-19 in Tompkins County
(Ithaca, NY – March 18, 2020) – The Tompkins County Health Department (TCHD) was notified of additional positive cases of COVID-19 earlier today. The individuals have been in isolation since the samples were collected for testing. TCHD public health nurses are conducting contact investigations to determine if there were any additional exposures. Anyone who is identified as a close contact will be contacted and directed to self-quarantine.
The updated numbers for today are:

Positive Test results: 6
Negative Test results: 46

Currently In Quarantine and Monitored by TCHD: 86

Childcare Centers Closed

Executive Order: Licensed Childcare Centers
 (Ithaca, NY – March 17, 2020) – County Administrator Jason Molino signed an Executive Order on Tuesday, March 17, 2020 requiring all licensed childcare facilities in Tompkins County to close Wednesday, March 18 to April 13, 2020. This decision was made in collaboration with the Tompkins County Health Department, Child Development Council, Human Services Coalition, and other community partners.
This action was taken to promote social distancing of individuals and protect those who are at higher risk in our community. Those at higher risk for serious illness from COVID-19 include older adults, those who are immune-compromised, or have a chronic medical condition, especially heart or lung disease, and diabetes.
Community members should continue to take these steps to slow the spread of disease remain the same: stay home if you are sick, cover your cough and sneeze, and wash your hands well and often.
If you develop symptoms of illness including fever, cough, or trouble breathing, call your healthcare provider before you go to the office.

Coronavirus Update: TCAT to reduce service Thurs., 3/19/20 through Sat. 5/23/20
 
A drop in ridership due to stricter coronavirus crisis prevention measures has prompted TCAT to reduce service starting Thurs., March 19.  The following service adjustments will remain in effect for the remainder of TCAT’s spring service period ending Sat., May 23.
 
In recent days, an increasing number of Tompkins County schools, restaurants, businesses and organizations have been canceling events, cutting hours or closing their doors completely to stave off the spread of the COVID-19. The majority of Cornell, Ithaca College and TC3 students are being asked to finish out their semesters remotely while a number of local businesses are also telling employees to work from home.
 
Please note: Given the unpredictability of the COVID-19 crisis, TCAT might need to make additional and sudden changes throughout the service period. Before boarding, riders are strongly urged to check  public service messages on TCAT’s Bus Tracker and on the MyStop app.
 
Ø  No changes to routes 11S; 14; 14S; 40; 41; 53; 65; 74; 75; 77 & 81
Ø  Routes not operating are 11N; 83; 83W & 93
 
The following routes are to be adjusted as follows:
 
·         Route 10:  Frequency will be reduced to every 24 minutes.   
·         Route 11: Last outbound trip from Green St. Station starts at 8:08 p.m.; last inbound trip from College Circle Apartments departs at 8:30 p.m.
·         Route 13: Weekday: No 8:38 a.m. trip or 8:50 a.m. northbound trips from Seneca St. Station to Stewart Park. No 6:49 a.m. or 7:49 a.m. southbound trips from Lake St @ Ithaca High School to Green St. Station.  Saturday: No 8 a.m. trip.
·         Route 15: Weekdays: No 4:47 p.m. and 5:47 p.m. trips from Seneca St. Station. Saturday: No 2:55 p.m., 3:55 p.m. and 4:55 p.m. trips from Seneca St Station. Sundays: no change.
·         Route 17: Normal service on routes that are scheduled to operate.
·         Route 20: No 6:55 a.m. outbound trip from Green St. Station; no 7:23 a.m. inbound trip from Enfield Highway Department.
·         Route 21: No 6:32 a.m. outbound trip from Seneca St. Station and no 5:03 p.m. or 8:30 p.m. outbound trips from Vet School. No 7 a.m., 5:53 p.m. or 9:10 p.m. inbound trips from Aubles Trailer Park.
·         Route 30: Buses will depart Green St Station hourly from 6 a.m. to 7 a.m.; then every half hour from 7 a.m. to 7 p.m.; and then again every hour from 7 p.m. to 9 p.m.  No weekend service, riders are advised to use Route 70.

·         Route 36: No 3:27 p.m. outbound trip from Green St. Station; no 8:25 a.m. inbound trip from Lake @ Ithaca High School; no 8:57 a.m. or 9:17 a.m. inbound trip from Stewart Park; and no 4:02 p.m. inbound trip from Lansing School.
·         Route 37: No 12:20 p.m. outbound trip from Green St. Station and no 1 p.m. inbound trip from Lansing Town Hall.
·         Route 43 (Express): No 6:55 a.m. or 4:30 p.m. outbound trips from Green St. Station. No 7:22 a.m. or 5:08 p.m. inbound trips from TC3/ Dryden
·         Route 51: No 6:32 a.m. outbound trip from Green St. Station and no 7:05 a.m. inbound trips from East Hill Plaza.
·         Route 52: No 6:58 a.m. from Green St. Station and no 7:20 a.m. inbound trip from Caroline Turnaround.
·         Route 67: No 5:26 a.m. outbound trip from Seneca St. Station and no 5:48 a.m. inbound trip from Newfield Central School.
·         Route 70: Saturday buses will depart Green St Station hourly from 6 a.m. to 9 a.m.; every half hour from 9 a.m. to 7 p.m.; and then again every hour from 7 p.m. to 9 p.m.  Sunday buses will depart Green St Station every half hour from 9 a.m. until 7 p.m. 
·         Route 72: Saturday: No 10:15 p.m. or 11:25 p.m. outbound trips from Green St Station. No 9:33 p.m. or 10:48 p.m. inbound trips from the ITH airport.  On Sunday, no 7 a.m. outbound trip from Green St Station and no inbound 7:45 a.m. trip from the airport.
·         Route 82:  Will reduce frequency to 30 minutes between 7:08 a.m. inbound trip leaving Vet Medical Center and the 7:50 p.m. inbound trip leaving East Hill Plaza.
·         Route 90:  No trips starting after 11 p.m. No Sunday service.
·         Route 92: No trips starting after 11p.m.
 As announced earlier, Green St. Station indoor waiting area will be closed until further notice.​

 Wi-Fi is available at the Caroline Town Hall. The Offices are closed, but you can access Wi-Fi from the parking lot. There is no password.
