Our consultants have written a first draft of a zoning law, available at this link: Draft Zoning Law (v. 12/28/21). Note that maps referenced in the draft law are at the end of the document. For a glossary of some key terms used in the draft law and a general overview of what is in the draft law, read this Quick Guide. In addition, this Checklist provides a cross-reference of important topics in the Comprehensive Plan to possible zoning practices to address those topics. The Zoning Commission is currently discussing and revising the draft zoning law and will hold public information meetings on revised sections as they become available. This law is a combination of parts that are required in any zoning law in New York State, parts that the Commission has discussed based on the Town’s Comprehensive Plan and the work of the Task Force, as well as the comments of community members, who have attended ZC meetings or the public meetings held in December or who have sent comments to the Town Clerk, ZC chair, or left the comments in the white boxes that were placed in various locations throughout town. We invite you to read the law. It is quite long, which is necessary because of state regulations and the need to be clear. However, you may want to start with Articles II and III. If you have comments for the Zoning Commission at this point, please send them by email to jeanmcpheeters@gmail.com and to clerk@townofcaroline.org or by mail (Town of Caroline, P.O. Box 136, Slaterville Springs, NY 14881). It would be very helpful if you referenced a particular section, such as Article III, section 3.1 so that we will understand your comment. Please note that the Zoning Commission is now working on revisions and will be offering an amended draft of some sections for public feedback in a few weeks. This report, dated January 31, 2023, contains the complete draft of the zoning law as well as a report on the work of the Zoning Commission since March 2021. It also details the sections of the Zoning Law that relate directly to goals from the Comprehensive Plan. Additionally, it lists many changes that were made to the first and second drafts following input from the public. (see upper left of the Zoning Commision Page of Town website) The Zoning Commission will be holding two public hearings on this report on: February 22, 2023 at the Town Hall in Slaterville Springs from 6:00 to 9:00 p.m. This meeting will be for in-person attendees and for those who participate via Zoom. The public will sign-up in person or on Zoom to speak and speakers will be allowed up to 4 minutes each. a) examine existing conditions
b) through a process which encourages and accommodates public input recommend the boundaries of the zoning districts and appropriate regulations to be enforced therein
c) make a preliminary report of this information
d) hold public hearings on the preliminary report
e) submit a final report to the Town Board
