Speedsville General Store Liquor License

On June 5 the Town received 30-day notice of change to Speedsville General Store's liquor license to allow on-premises consumption of beer and cider. This notice is required prior to submission of the application. The owner wishes to provide beer/cider with meals eaten on the premises (inside and outside tables). No changes to hours of operation are planned at this point. Please submit any comments for Town Board consideration by July 1. CAROLINE TOWN BOARD SPECIAL MEETING 
Friday, June 5, 2020, 9 am 
Because of the Novel Coronavirus (COVID-19) Emergency and State and Federal bans on large meetings or gatherings, and pursuant to Governor Cuomo’s Executive Order 202.1 issued on March 12, 2020 suspending the Open Meetings Law, the Caroline Town Board Special Meeting scheduled for June 5, 2020 at 9 am will be held electronically via Zoom teleconference instead of a public meeting open for the public to attend in person. Members of the public may listen to and/or view the meeting by following the web and telephone instructions below. Minutes of the meeting and video recordings will be posted on the Town of Caroline website. Comments may be provided at Privilege of the Floor during the Zoom meeting, by email (clerk@townofcaroline.org), or by mail (P.O. Box 136, Slaterville Springs, NY 14881).

Resolution ____ of 2020. Resolution to Extend Probationary Period for Code Officer Greenhouse
Whereas, the Caroline Town Board moved Code Officer Greenhouse from Provisional to Permanent status as of December 5, 2019, and designated a Probationary Period of six months (Resolution 66 of 2020) during which a performance review would be completed; and
Whereas, Code Officer Greenhouse has not yet completed his performance review; and
Whereas, the Caroline Town Board recognizes that the COVID-19 pandemic and personal circumstances have created additional responsibilities and pressures for Code Officer Greenhouse over the past several months that may have taken time and attention away from the priority of completing his performance review; and
Whereas, the Caroline Town Board considers employee performance review essential for mutual acknowledgement and understanding of job performance, expectations, and priorities in order for the Town Board to provide constructive feedback and make informed decisions that are in the best interests of both employee and the Town; therefore be it
Resolved, the Caroline Town Board hereby extends Code Officer Greenhouse’s Probationary Period for a minimum of three (3) months (until September 5, 2020); and further be it
Resolved, the Caroline Town Board requests that Code Officer Greenhouse submit responses to performance review questions provided to him by June 15, 2020; and further be it
Resolved, the Caroline Town Board requests that Code Officer Greenhouse schedule a performance review meeting with Supervisor Witmer and Councilmember Murray no later than June 29.

Phase Two Reopening

Tompkins County Begins Phase Two Reopening
 
(Ithaca, NY) – According to an announcement Friday from Governor Cuomo, Tompkins County, as part of the Southern Tier Region, can begin phase two of reopening as of 1:00pm Friday, 5/29. The delayed reopening was in response to a further review of COVID-19 data by public health experts.
 
Phase two industries include:

  • offices
  • real estate
  • essential and phase two in-store retail
  • vehicle sales, rental, and leasing
  • retail rental, repair, and cleaning
  • commercial business management
  • hair salons and barbershops
Further guidance on phase two can be found on the State website here. Businesses in phase two industries are required to affirm that they have read and will follow detailed guidelines. They are also required to create safety plans before reopening.
 
Tompkins County Legislature Chairwoman Leslyn McBean-Clairborne stated, "We are all eager for our economy to get back on track. While we exuberantly applaud this phase of opening, to be able to go to our hairdressers and barbers and for many of us to be with each other again at work, we cannot be complacent and careless as to not follow the guidance to keep us safe and halt further spread of COVID-19."
 
City of Ithaca Mayor Svante Myrick stated, “I want to thank everyone who has maintained their distance, worn their masks, and stayed home so far - there is no question your actions have saved lives. As we continue our smart, careful, phased opening I encourage us to remain vigilant and stay healthy."
