The Town Board wishes to review and study the Town of Caroline’s Site Plan Review local law and Subdivision local law to determine whether to propose standards, requirements, and design and mitigation guidelines to address water conservation, energy efficiency, reduction in greenhouse gas emissions, development of renewable energy resources, and other changes as may be necessary to further the objectives of the New York State Energy Plan, Tompkins County’s Energy Roadmap, Caroline’s Comprehensive Plan and the Town’s commitment to protect and advance the quality of life of residents; protect the unique natural assets of the Town; and make optimum use of existing and future investments in public services and infrastructure.

- Preservation of Town’s natural rural character, namely agricultural lands
- Protection of natural resources, especially water, open space, and forests
- Development preferred in areas close to existing hamlets
- Encourage cluster/compact development and not sprawl
- Prefer small-scale commercial development and no big box types
- Infrastructure proposed by developers should meet necessary NY State/Town standards
- Examine existing local laws for concurrent goals and existing strategies
Site Plan Review (Primarily physical design decisions)
- Encourage high-quality building materials
- Encourage site orientation for energy efficiency and renewable energy
- Fossil fuel-free energy programs for developments to reduce GHG emissions
- Guide developers toward housing designs that “fit” (size, shape, design) here
