RFP for Municipal Solar PV PPA

THE TOWN OF CAROLINE - REQUESTS FOR PROPOSALS (“RFP”) TO PROVIDE MUNICIPAL SOLAR PHOTOVOLTAIC (PV) ELECTRICITY VIA A POWER PURCHASE AGREEMENT (PPA)

The Town of Caroline, Slaterville Springs, New York invites proposals from solar energy providers (“Proposers”) for a grid-connected solar photovoltaic array generating system via a Power Purchase Agreement (PPA). The Town is seeking a turnkey generating system, grid interconnection, and all ancillary equipment and services for a solar generating system to be designed, installed, owned, and operated by the proposer and/or third-party investors. Proposers should provide cost savings and terms for both a short-term (10 years, with options to renew at 5-year intervals) and long-term (25 years) PPA.

Town-owned facilities will be the user of the generated power. The system will offset 100% of the Town’s current energy use, plus projected usage from installation of an air-sourced heat-pump (ASHP) for conditioning of the Historic Town Hall that we estimate will consume 10,000 kWh/year; projected ASHP electrical usage will be fine-tuned at time of execution of PPA contract. To receive access to 12-months of Town electrical bills please contact the Town Clerk (clerk@townofcaroline.org). The Town will fully cooperate with the application for any NYSERDA grants and other forms of financial support that the proposer may desire in connection with funding the PPA. The proposal will be evaluated on the basis of lowest net cost for power, monetary vs. volumetric crediting for solar kilowatt hours, and other pertinent criteria described in NYSEL Article 9.

Proposers should submit detail their qualifications. Please include past projects, number, type, size and locations of such projects, and evidence of willingness and ability to timely, and in a good and workmanlike manner perform the basic contracted for work (providing solar facilities, and possibly a specialized contractual and financing platform) and such incidental/ collateral services as are described in the respective RFP Component under the proposal submitted.

This RFP will be posted on the Town website (http://townofcaroline.org) on May 18, 2016.

Proposal Due Date: Monday June 6th, 2016 by 5:00 p.m. Please submit electronic copy in PDF format to clerk@townofcaroline.org  (extended from original date)

The Town reserves the right to amend or terminate this RFP, reject all proposals, waive any informalities or non-material deficiencies in a proposal, and award the proposal to the Proposer or Proposers that, in the Towns best judgment, as to the Project generally or component thereof, will be in the Town’s best interest. .

INFORMATION FOR PROPOSERS
 
All equipment should be UL, ETL, NFPA, or third-party certified, all equipment used in the system must meet applicable product codes or standards, and all systems to meet both the national electric code and international building codes as they apply.

Obtaining the required permits, interconnection agreements and all regulatory approvals is the express responsibility of the contractor.
Include experience and a curriculum vitae of the qualifications, including a list of past projects completed. Evidence of successfully completing functioning prior projects deemed similar in size and expected design will be a determination criteria.

Provide construction and interconnection timelines.
Specify assurances that the solar array will function as designed.
Specify your company’s labor and sourcing policies, especially where local (USA) equipment is used.

Describe options for the Town at the end of the PPA term.
The Town may select any proposal or proposals as the basis for negotiations of a contract, and to negotiate with one or more of the proposers for amendments or other modifications to their proposals.

The Town assumes no responsibility or liability of any kind for any expenses incurred in the preparation or submission of any proposal.

While this RFP is a request for proposals and not a bid, the Town reserves the right to apply the case law under General Municipal Law §103 regarding bidder responsibility in determining whether a proposer is a responsible vendor for the purpose of this RFP request for proposals process.

The Town reserves the right to ask any proposer to clarify its proposal or to submit additional information that the Town in its sole discretion deems desirable.

Insurance. The successful proposer shall, at its own expense and cost, obtain and keep in force insurance. The Town reserves the right to request from the successful proposer a complete, certified copy of each required insurance policy.

Advertising. The successful proposer shall not name the Town in its advertising, news releases, or promotional efforts without the Town’s prior written approval. If it chooses, the successful proposer may list the Town in a statement of references or similar document required as part of its response to a public procurement. The Town’s permission to the successful proposer to do so is not a statement about the quality of the successful proposer’s work or the Town’s endorsement of the successful proposer.

Non-Collusion. Each proposer shall submit a signed statement of non-collusion in preparing the proposal.
